Chairman of the powerful Senate Foreign Relations Committee, Sen John Kerry; and its Ranking Member, Sen Richard Lugar, in a joint letter have urged the Secretary of State, Hillary Clinton; and the USAID Administrator, Rajiv Shah to ensure that the congressional authorised money is used in a manner which effectively improves the daily lives of the people of Pakistan.
"The aim was not to exclude American contractors or other international implementing partners, especially those with a proven track record, from the process," the two Senators who are the authors of the Kerry-Lugar bill, under which Pakistan is receiving the aid, said.
They said they wanted to that contracts be awarded to the firms and organisations, whether based in Pakistan, in the United States or elsewhere, that are best able to fulfill the mission in an effective, transparent and competent manner.

That is what comes out of an alliance with a rogue state. The US may think that we are giving Pakistan 1.5 billion dollars. But with Pakistan misusing these funds to the satisfaction of Islamabad, this money might as well be stolen. Dont blame Pakistan for her roguish, pariah style actions which comes to Pakistan naturally, blame the US for her self centered, short sighted international policy. Complaining alone will not do. The US needs to hold Pakistan to the flame with a threat that if she does one more act of misusing American tax dollars, the 1.5 billion dollars will be cut off.
